From February 26 to March 1, 2019, a seminar was held in the field of export control, a consultative meeting on the implementation of UNSCR 1540 and the official signing of the Memorandum of Understanding between the Ministry of Economy of the Kyrgyz Republic and the Center for Non-proliferation and Export Control.

 

This event was held from February 26 to March 1, 2019 in Bishkek (“Plaza Hotel Bishkek”, Togolok-Moldo st., 52) for representatives of state bodies, institutions and organizations of the Kyrgyz Republic with the participation of a group of international and national OSCE experts and EXBS (Anton Martynyuk, Thomas Raba, Igor Ugorich, Taalaibek Bektashev, Uran Akhmetov, Marat Kulbaev).

The event was organized by the Ministry of Economy of the Kyrgyz Republic with the active participation of its representatives: Askat Bekov, Nazar Malaev, Zhyldyz Duisheeva, Arslan Baziev.

The event included a seminar on the main elements of export control, including issues of import and export of intangible products, transit of controlled products, identification problems, the role of brokerage in the implementation of trade operations in controlled products, and the intra-company export control program. International experience, norms of international law on export control on these issues were presented by international expert Thomas Raba.

The second part of the event in the form of a consultative meeting included a discussion of the problems and prospects for the implementation of the national action plan on UNSCR 1540, the status of the promotion of the export control bill, the status of ratification of the Law on Accession to the Geneva Protocol of 1925, the Preliminary package of documents to amend Criminal Code of the Kyrgyz Republic, Code of the Kyrgyz Republic on violations, Draft regulation on the implementation of the CWC, preparation of draft amendments to resolutions No. 330 and No. 257 on the procedure for exercising export control, on the procedure for the transit of controlled goods. These issues were presented by a group of international and national experts of the OSCE and EXBS.

After the official end of the event, a solemn signing of the Memorandum of Understanding took place between the Ministry of Economy of the Kyrgyz Republic, represented by State Secretary Aidin Sharsheev, and the Center for Non-proliferation and Export Control, represented by Executive Director Taalaibek Bektashev.

The main points of this Memorandum are aimed at implementing programs in the field of development of the national system of export control, the possibility of expanding partnerships in the field of education, training, technical expertise, awareness in the field of export control, non-proliferation of weapons of mass destruction.
