Training on Export Control for Government Authorities Held in Bishkek

On 4–5 December 2025, a specialized training on “Export Control: Legal Frameworks and Identification of Controlled Goods in Licensing Procedures” was held in Bishkek.

The training was organized by the OSCE Programme Office in Bishkek at the request of the Ministry of Economy and Commerce of the Kyrgyz Republic for representatives of government authorities.

Participants included representatives from key state institutions, such as the Ministry of Economy and Commerce, the Ministry of Natural Resources, Ecology and Technical Supervision, the Ministry of Defence, the Ministry of Health, as well as the State Customs Service and its affiliated bodies.

The trainers included international experts from Estonia and the Russian Federation, as well as national experts from the OSCE Programme Office in Bishkek, as well as representatives of the Center for Non-Proliferation and Export Control and the Verification and Identification Center.

The training program covered a wide range of topics, including international non-proliferation obligations (NPT CWC, BWC), export control principles, national licensing systems, as well as practical aspects of identifying dual-use items, including dual-use chemicals under the CWC and biological agents under the BWC.

Particular emphasis was placed on practical exercises: participants completed hands-on identification tasks and took pre- and post-tests to reinforce their knowledge and skills.

At the conclusion of the training, participants were awarded certificates.

Participants highly appreciated the quality and practical relevance of the training, noting its importance for strengthening the implementation of export control measures by government authorities.
