An offline/online training on export control focused on chemical and biological safety was conducted for the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic
As part of the plan signed between the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic and the OSCE Programme Office in Bishkek, with the aim of successfully implementing the component of the OSCE project “Improving Environmental Safety and Disaster Risk Management”, the OSCE Programme Office provided expert support in conducting a training on export control focused on chemical and biological safety.
At the opening and closing of the event, Deputy Minister of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic Ms. Asel Raimkulova spoke, thanking the OSCE Programme Office in Bishkek and the trainers for their assistance in organizing this training.
The purpose of the training was to increase the capacity of the Ministry’s staff. The Ministry, as an authorized state body, is obliged to conduct an examination of controlled products to assess their compliance with environmental safety requirements in the context of chemical and nuclear safety. At the moment, one of the most pressing issues for the Ministry is determining the compliance of imported goods with the National Control List of the Kyrgyz Republic, which complicates the performance of the Ministry’s functions in this area. Experts from the Center for Non-Proliferation and Export Control, as well as the Verification and Identification Center, acted as trainers to assist in the successful conduct of this training. In addition to the basics of export control, the training presented the main provisions of international treaties in the field of non-proliferation of weapons of mass destruction, their requirements and obligations, including the Chemical Weapons Convention, the Biological Weapons Convention, and the Treaty on the Non-Proliferation of Nuclear Weapons.
