Head of international projects, expert in the field of export control and nonproliferation of WMD

He has considerable experience in civil service, where he held managerial positions, such as: Head of the Department of Customs Policy and Non-Tariff Regulation, Head of the Trade Policy Department of the Ministry of Economy of the Kyrgyz Republic. He also managed the Departments: customs policy, non-tariff regulation, export control and licensing of the Office of Fiscal Policy, as well as the Department of Export Control and Licensing in the Ministry of Economic Development and Trade of the Kyrgyz Republic.

In the sphere of export control, training courses were held at the Center for International Trade and Security of the University of Georgia (USA) “Export Control Courses”, at the Monterey Institute of International Studies “Nonproliferation, Export and Border Control Courses, Control over Trade in Dual-Use Goods” (USA , California), in the Training Center of France “Basic courses on the implementation of the Convention on the Prohibition of Chemical Weapons” (Paris, France), etc. Participated in the development and approval procedures national, sectoral development programs, including in the field of export control. He directly participated in the development of legislation in the field of trade, customs and tariff, non-tariff regulation, on the compliance of national legislation with the norms of the EAEC and the WTO.
