International Cooperation in Biosafety Should Be Based on National Priorities and Government Oversight

An expert discussion on current biosafety challenges and international cooperation was recently held in Bishkek (June 26 at the Ramada Hotel), bringing together representatives of government institutions, the scientific and expert community, and international partners. The participants exchanged views on strengthening national biosafety systems, enhancing laboratory capacity, improving the legal and regulatory framework, and promoting preparedness for biological threats.

The discussion highlighted that today’s biological risks transcend national borders and require effective international cooperation, knowledge sharing, technical assistance, and the exchange of best practices.

The position of the Center for Nonproliferation and Export Control is that the Kyrgyz Republic should continue to strengthen international cooperation in the field of biosafety with all interested partners. At the same time, all projects related to laboratory infrastructure, scientific research, capacity building, and technical assistance should be implemented in full compliance with national legislation and under the coordination and oversight of the competent government authorities.

For the Center, the key priority is that international assistance contributes to strengthening Kyrgyzstan’s national biosafety system, enhancing preparedness for biological threats, and supporting sustainable institutional capacity. The source of such assistance is of secondary importance. What matters most is that cooperation is transparent, aligned with national priorities, implemented in the interests of the Kyrgyz Republic, and fully consistent with national legislation.

The Center for Nonproliferation and Export Control will continue to promote professional dialogue, international cooperation, and the adoption of international best practices aimed at strengthening national biosafety and biosecurity systems and supporting the implementation of the Kyrgyz Republic’s international obligations in the field of nonproliferation and the prevention of biological threats.
