Delegation of the Kyrgyz Republic Participated in the Biological Weapons Convention Meetings in Geneva

In December 2025, the delegation of the Kyrgyz Republic participated in the seventh session of the Working Group on the Strengthening of the Biological and Toxin Weapons Convention (BWC), held in Geneva, Swiss Confederation.

The seventh session of the Working Group took place from 8 to 12 December 2025 at the Palais des Nations and focused on further strengthening the BWC regime, including measures to enhance transparency, confidence, and the effectiveness of the Convention’s implementation.

The participation of the Kyrgyz delegation was supported by the OSCE Programme Office in Bishkek and the BWC Implementation Support Unit (ISU).

As part of its engagement, the delegation of the Kyrgyz Republic prepared and presented a Working Paper highlighting the country’s progress in the field of biological security and the implementation of the BWC. The document was circulated among conference participants.

On the margins of the meetings, the Kyrgyz delegation held bilateral consultations with representatives of the OSCE and the BWC Implementation Support Unit, as well as informal meetings with representatives of other States Parties and international organizations.

Participation in these meetings enabled the Kyrgyz Republic to strengthen international cooperation, showcase national achievements in biological security, and contribute to the development of the global biological non-proliferation regime.

Let us recall the key achievements of the Kyrgyz Republic in 2025:

1) The Law of the Kyrgyz Republic “On Biological Safety” was adopted. Work on its development and promotion had been underway for several years. A corresponding interdepartmental working group was established under the Ministry of Health of the Kyrgyz Republic, comprising representatives of authorized government agencies and stakeholders, including the scientific and expert community, including the Center for Non-Proliferation and Export Control in the Kyrgyz Republic. Moreover, many activities to finalize the said draft law were carried out with the assistance of the OSCE, the BWC ISU, and other organizations.

2) The Regulation on the Implementation of the Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction was adopted, approved by Resolution No. 548 of the Cabinet of Ministers of the Kyrgyz Republic dated September 2, 2025.
