
From September 16 to 19, 2025, the annual national roundtable on «Coordinating the implementation of United Nations Security Council resolution 1540 (2004)» was held in the Kyrgyz Republic (Issyk-Kul region, Baktuu Dolonotu village, Kapriz Center). This event was organized by the Ministry of Economy and Commerce of the Kyrgyz Republic with the assistance of the OSCE Programme Office in Bishkek. Representatives of ministries, departments, committees, services, and organizations of the Kyrgyz Republic, together with national experts and representatives of international organizations (the 1540 Committee, the BTWC ISU, the OPCW, and the OSCE), held a roundtable discussion on the implementation of the Action Plan of the Kyrgyz Republic for the implementation of UN Security Council Resolution 1540 (2004), approved by Resolution No. 340 of the Cabinet of Ministers of the Kyrgyz Republic dated December 24, 2021.

During the three-day event, participants reviewed the overall progress of the Action Plan (NAP) implementation and discussed in detail specific measures to implement individual points of this Plan. They also listened to a number of presentations:
- Assessment of Preliminary Results of the Implementation of the National Action Plan (2022–2025)
— Results of fulfilling obligations under UN Security Council Resolution 1540 were presented.
— Progress was noted in the areas of export control, sanitary and epidemiological protection, and measures to prevent biological threats.
— The following challenges were discussed: duplication of functions, insufficient integration of IT systems, and limited resources.

- Legislative Initiatives
— Particular attention was paid to the recently adopted Law of the Kyrgyz Republic «On Biological Safety,» which strengthens the national regulatory framework for the implementation of the BTWC.
— A resolution of the Cabinet of Ministers of the Kyrgyz Republic «On Approval of the Regulation on the Procedure for Issuing Electronic Permits and Other Documents for Foreign Economic Activity Based on the Single Window Principle» was adopted.
— The need to improve legislation in the area of export control and identification was emphasized.
- Interdepartmental Coordination
— Mechanisms for improving interaction between the Ministry of Economic Development, the Ministry of Health, the Ministry of Emergency Situations, the Ministry of Defense, the State Committee for National Security, the State Customs Service, and other agencies were discussed.
— Gaps in coordination were identified, and ways to address them were proposed, including the creation of a single monitoring center.
- Digitalization and International Experience
— Examples of several countries in the area of electronic licensing and interdepartmental databases were considered. 5. The Role of Educating Experts and Civil Society
— The need to train specialists in biosecurity and export control was emphasized.
- Gender Aspect
— A separate discussion was held on expanding women’s participation in export control and non-proliferation as an element of strengthening national capacity.

Following the roundtable, participants summarized the preliminary results of the Kyrgyz Republic’s Action Plan for the Implementation of UN Security Council Resolution 1540 for 2022-2025 and approved the key priorities for the 2026-2030 National Action Plan, including digitalization, biosecurity, legislative reform, education, and key elements of the 1540 Matrix.
