He has considerable experience in civil service, where he dealt with customs-tariff and non-tariff regulation, including export control and licensing of dual-use goods in the Ministry of Economy of the Kyrgyz Republic. He also dealt with industrial policy in the Ministry of Energy and Industry of the Kyrgyz Republic.

In the field of export control, various training courses were held, including in Moscow within the CIS, in Kiev in the framework of cooperation with the IAEA, in Kaliningrad in the framework of cooperation with the OSCE. Also attended courses on the provisions of the Convention on the Prohibition of Chemical Weapons in The Hague (Netherlands).
